The purpose of the study is to study the demographic situation in the Russian Federation using a system of general and particular statistical indicators, to identify the problems of socio-economic policy and suggest possible ways to solve them. The article examines various factors that influenced the demographic situation in Russia in 2000-2021; demographic problems, the consequences of which affect the socio-economic life of Russian society; the demographic situation that has arisen due to the epidemiological situation in our country. The scientific (...) novelty of the research consists in considering the influence of various factors, including pandemics, on the demographic processes in the Russian Federation. In 1968, Jürgen Habermas claimed that, in an advanced technological society, the emancipatory force of knowledge can only be regained by actively recovering the ‘forgotten experience of reflection’. In this article, we argue that, in the contemporary situation, critical reflection requires a deliberative ambiance, a process of mutual learning, a consciously organised process of deliberative and distributed reflection. And this especially applies, we argue, to critical reflection concerning a specific subset of technologies which are actually oriented towards optimising human cognition. (...) In order to create a deliberative ambiance, fostering critical upstream reflection on emerging technologies, we developed the concept of a mutual learning exercise. Building on a number of case studies, we analyse what an MLE involves, both practically and conceptually, focussing on key aspects such as ambiance and expertise, the role of ‘genres of the imagination’ and the profiles of various ‘subcultures of debate’. Ideally, an MLE becomes a contemporary version of the Socratic agora, providing a stage where multiple and sometimes unexpected voices and perspectives mutually challenge each other, in order to strength-en the societal robustness and responsiveness of emerg-ing technologies. Given the profound influence of social media and emerging evidence of its effects on human behavior and health, bioethicists have an important role to play in the development of professional standards of conduct for health professionals using social media and in the design of online systems themselves. In short, social media is a bioethics issue that has serious implications for medical practice, research, and public health. Here, we inventory several ethical issues across four areas at the intersection of social media (...) and health: the impact of social networking sites on the doctor‐patient relationship, the development of e‐health platforms to deliver care, the use of online data and algorithms to inform health research, and the broader public health consequences of widespread social media use. In doing so, we review discussions of these topics and emphasize the need for bioethics to focus more deeply on the ways online technology platforms are designed and implemented. We argue that bioethicists should turn their attention to the ways in which consumer engagement, bias, and profit maximization shape online content and, consequently, human behavior and health. We also offer a set of recommendations and suggest future directions for addressing ethical challenges in these domains. (shrink)

The shift away from paternalistic decision-making and toward patient-centered, shared decision-making has stemmed from the recognition that in order to practice medicine ethically, health care professionals must take seriously the values and preferences of their patients. At the same time, there is growing recognition that minor and seemingly irrelevant features of how choices are presented can substantially influence the decisions people make. Behavioral economists have identified striking ways in which trivial differences in the presentation of options can powerfully and predictably (...) affect people's choices. Choice-affecting features of the decision environment that do not restrict the range of choices or significantly alter the incentives have come to be known as “nudges.” Although some have criticized conscious efforts to influence choice, we believe that clinical nudges may often be morally justified. The most straightforward justification for nudge interventions is that they help people bypass their cognitive limitations—for example, the tendency to choose the first option presented even when that option is not the best for them—thereby allowing people to make choices that best align with their rational preferences or deeply held values. However, we argue that this justification is problematic. We argue that, if physicians wish to use nudges to shape their patients’ choices, the justification for doing so must appeal to an ethical and professional standard, not to patients’ preferences. We demonstrate how a standard with which clinicians and bioethicists already are quite familiar—the best-interest standard—offers a robust justification for the use of nudges. (shrink)

(Husserl, 1907) Bekanntlich verwirft Husserl in den Logischen Untersuchungen die Auffassung, "dass die Beziehung auf das Ich etwas zum we sentlichen Bestande des intentionalen Erlebnisses selbst Gehöriges sei'',! und bildet um 1907, nach Einführung der phänomenolo gischen Reduktion, "die Beziehung auf das Ich zu unterlassen, oder von ihr zu abstrahieren" geradezu die Bedingung, (...) ein "reines Phänomen im Sinne der Phänomenologie" 2 zu gewinnen. Und bekanntlich heisst es demgegenüber in den Ideen von 1913: "Unter den allgemeinen Wesenseigentümlichkeiten des tran szendental gereinigten Erlebnisgebietes gebührt eigentlich die erste Stelle der Beziehung auf das,reine' Ich",3 und revidiert Husserl in der zweiten Auflage der Logischen Untersuchungen von 4 1913 seine Stellungnahme zur Frage des reinen Ich. Weniger bekannt ist bisher, wie Husserl auf seinem Denkweg von der einen zur anderen Stellungnahme zum Problem des Ich gekommen ist. Was bewegte ihn, das "Ich" in die phänomeno logische Problematik einzubeziehen? Zu vermuten war, dem Wandel in der Stellung zum Problem des Ich liege ein Wandel im Verständnis der Phänomenologie selbst zugrunde. Welche Phänomene motivierten, auf dem phänomenologischen Boden selbst, die Einbeziehung des Ich? Vor allem dieser Frage gehen wir, unter Berücksichtigung des Nachlassmaterials des Husserl Archivs (Leuven), in unserer Studie nach. (shrink)

In this paper I explore possibilities of bringing post-positivist philosophies of empirical science to bear on the dynamics of mathematical development. This is done by way of a convergent accommodation of a mathematical version of Lakatos's methodology of research programmes, and a version of Kuhn's account of scientific change that is made applicable to mathematics by cleansing it of all references to the psychology of perception. The resulting view is argued in the light of two case histories of radical conceptual (...) innovations. (shrink)

Der Himmel als Stimmungsbogen des Denkens über Tartu im Februar 1808.

A reproducibility principle is formulated and adopted as the guiding criterion for the acceptance of an experimental procedure as a simultaneous measurement of several observables. It is pointed out that this criterion can be applied to classical as well as quantum physics, and that it incorporates compatible as well as incompatible observables. The concept of fuzzy probability measure is presented as a possible mathematical tool for the description of statistical processes involving measurements of incompatible observables.

A notion of quantum space-time is introduced, physically defined as the totality of all flows of quantum test particles in free fall. In quantum space-time the classical notion of deterministic inertial frames is replaced by that of stochastic frames marked by extended particles. The same particles are used both as markers of quantum space-time points as well as natural clocks, each species of quantum test particle thus providing a standard for space-time measurements. In the considered flat-space case, the fluctuations in (...) coordinate values with respect to stochastic frames are described by coordinate probability amplitudes related to irreducible stochastic phase space representations of the Poincaré group. Lagrangian field theory on quantum space-time is formulated. The ensuing equations of motion for interacting fields contain no singularities in their nonlinear terms, and therefore can be handled by methods borrowed from classical nonlinear analysis. (shrink)

This collection presents the English-language reader for the first time with essays that are representative of Bernstein's much-neglected revisionist period, 1901-1921. Bernstein himself suggested that this later work included significant new elements, indicating further progress in his liberal-socialist theory. Bernstein's later work acquires additional significance in light of the events of 1989, which have discredited not only Marxism-Leninism, but revolutionary Marxist theory in general, thus making the reevaluation of Bernstein's revisionism a worthwhile experience.

Incentive programs have been criticized due to concerns that extrinsic rewards can ‘crowd out’ intrinsic motivation, and also that such programs might exert a corrupting influence on those receiving the incentive. Jonathan Wolff has argued that while these worries are in some instances well grounded, incentives can also operate by liberating people from social pressures that stand in the way of their intrinsic motivations. We further develop Wolff's insight by articulating a framework for assessing such incentives and discussing several areas (...) of public health where incentives may play a positive role. In so doing, we describe the limitations of Wolff's thesis as well as the opportunities it presents. Finally, we suggest that there is an additional attractive feature of incentives that has been overlooked, which is their capacity to serve as ‘conversation makers’. By providing people an occasion to discuss reasons for and against various health behaviors, incentives have the potential not only to impact the health behavior of individuals but to affect cultural change at the population level. Este artículo analiza algunas observaciones que relacionan el ser estoico y el hacerse indiferente en dos escuelas espirituales totalmente diversas. Tras un estado de la cuestión, analizamos el Principio y Fundamento de los Ejercicios en relación a la indiferencia. Mediante algunos textos de los estoicos, comparamos el modo de comprender la vida, el fin del ser humano y (...) su relación divino-humana. A modo de conclusión, finalizamos con una serie de líneas sobre la indiferencia para el estoicismo y la teología ignaciana. (shrink)

It is shown that the time operatorQ 0 appearing in the realization of the RCCR's [Qμ,Pv]=−jhgμv, on Minkowski quantum spacetime is a self adjoint operator on Hilbert space of square integrable functions over Σ m =σ×v m , where σ is a timelike hyperplane. This result leads to time-energy uncertainty relations that match their space-momentum counterparts. The operators Qμ appearing in Born's metric operator in quantum spacetime emerge as internal spacetime operators for exciton states, and the condition that the metric (...) operator should possess a ground exciton state assumes the significance of achieving minimal spacetime4-momentum uncertainty in fundamental standards for spacetime measurements.
